MEMORANDUM FOR: Assistant to the President, Executive Secretary Chief of Staff for the National Security Council Hank Johnson FROM: Theodore R. Mooney There is talk of restructuring and merging the CDC and FEMA to create a more centralized power structure. There is also a rumor going around that you might be targeting me as director. I am writing you personally to say that I believe I am more than qualified for the job and I am already working on campaign ideas that will cut budget spending and make the merger as hassle-free as possible. I plan to be in Washington D.C. for the next couple of weeks on business involving my HIV prevention work. I could certainly shuffle some things around to meet in person with any parties involved in the decision making. I am sure the POTUS would enjoy the publicity as well.
